Fiber Mastic Asphalt (Novacel Pure) is listed on the JKR Road Material Approved List, application no. 007/2018, valid to 14 January 2028. The listing follows technical evaluation by the Public Works Department and gives specifiers and procurement teams a documented basis for tender and audit.
Application no. 007/2018, valid to 14 January 2028. Public Works Department (Jabatan Kerja Raya), Malaysia.
Quality management system certified by SIRIM QAS International, certificate no. QMS 03920.
Mixes designed to the JKR Standard Specification for Road Works.
In-house testing of asphalt, binders, aggregates and additives.
Gold awards at INPEX, the International Exhibition of Inventions Geneva and ITEX.
Laboratory results matter, but road owners judge a pavement by how it behaves under traffic. Fibre Mastic Asphalt has been laid on more than 120 federal, highway, council and industrial roads.
rutting recorded on the Senai-Desaru Expressway (SDE) KM5.5 section after 3 years in service
cracking recorded on the same section after 3 years in service
design life as a wearing course, against 3 years for a conventional asphalt concrete wearing course
Consistency is what allows a premix plant to produce Fibre Mastic Asphalt with confidence. Quality is controlled at each stage, and each stage is documented.
Cellulose raw material is selected and checked before processing.
Fibres are processed to specified micron sizes so that they disperse evenly and absorb bitumen predictably in the mixer.
Production is tested in our road materials laboratory, including drain-down checks at the design dosage of 3.8 kg per tonne of mix.
Novapave engineers support paving on site to confirm that mixing, laying and compaction follow the approved mix design.
Completed roads are inspected after opening, with monitoring reports at 3, 6 and 12 months.

The laboratory tests asphalt, binders, aggregates, unbound materials for bearing and reinforcing layers, and asphalt additives, as well as alternative materials, including various types of concrete.
Its work ranges from routine production testing to pavement failure investigations and research projects, carried out in collaboration with research universities and institutes since 2011.
Fibre Mastic Asphalt is the product of more than 30 years of pavement research at Universiti Putra Malaysia, led by Prof. Ir. Dr. Ratnasamy Muniandy. Cellulose fibre stabilises the binder-rich mastic of gap-graded mixes and controls drain-down during production, haulage and laying.
Novapave continues to work with UPM to test, refine and document the performance of its products. Our performance statements are limited to what is supported by test records and field data.
